Medicaid is financed through the state and federal governments coming together to keep the programs for the benefits of mankind. The government pays from 50 to 83% of Medicaid costs. The eligibility ranges from three categories and they are as follows:
(a) Families with children receiving support under the Temporary Assistance for Needy Families (TANF) program.
(b) People receiving Supplemental Security Income (SSI), which includes many of the elderly, the blind, and the disabled with low incomes.
(c) Children and pregnant women whose family income is at or below 133% of the FPL” (Shi & Singh, 2015). Since the ACA is in effect the states that did not expand their Medicaid cannot include their assets, just their income unfortunately some states which did not expand their Medicaid can still include the insured assets with their income.
Medicaid covers inpatient hospital services, Outpatient hospital services, EPSDT: Early and Periodic Screening, Diagnostic, and Treatment Services, Nursing Facility Services, Home health services, Physician services, Rural health clinic services, Federally qualified health center services, Laboratory and X-ray services, Family planning services, Nurse Midwife services, Certified Pediatric and Family Nurse Practitioner services, Freestanding Birth Center services (when licensed or otherwise recognized by the state), Transportation to medical care, and Tobacco cessation counseling for pregnant women. They also have optional benefits too.
I believe the system can be improved, by revisiting reimbursements to the doctors because if something isn’t covered then the next step for that person is to go to the ER. My colleagues at work preferred going to ER while they are covered with Medicaid, getting a PCP would lower the hospital costs and raise reimbursement towards services to the doctors which could have reduced the spending used for such programs. One can also review the requirements because you still have people that are cheating the system. During my years of service as a caseworker for food stamps, few people also take advantage of the system by applying for the services rendered to help low income earners.
